Yes, it's supposed to be flat. It's when the hose is pressurized after shutting off the engine that you have a problem.

When you shut off a car or truck that has been up to full temp, the water has expanded into the tank. So it cools, and creates a mild vacuum in the hose.
This has been going on since 1971. Blue has had the Limp Hose since it was new 5 years ago with no problems. Even our Vette does the same thing. Only when the engine doesn't get up to full temp is it not flacid.
