Turbo Vane Sensor only reads 100%

I Previously had a non vgt turbo with tuning to accommodate it. I have installed a new 64mm VGT turbo with proper tuning (so Im told) along with a complete engine and new engine wire harness my turbo vane sensor is reading 100% i have no codes with the sensor plugged in or with it unplugged. I have removed the sensor and tried to actuate it with no change on scan tool reading. I am concerned that the tuner didnt switch the tune from the non vgt to the vgt turbo i have contacted them and they say they did.
I have checked wiring resistance between the ecm and the sensor connector and everything checks out with no resistance. I have also Tried 3 New Sensors same thing
Any help would be apprectiated

Install stock tune and test if problem persists. If not, it's tuning
I attempted that today several times but the tune wont flash autocal completed erasing and then 0281 code now ecm is blank i have taken out all the fuses that are required to flash even had PPEI try pass through tuning last time it had to be bench flashed

I got the stock tune flashed vane sensor still reads 100% anyone have any ideas

What about the pin in the ECM harness connector not making connection with the ECM pin?

It is incredibly common that after turning the feature off on your ECM (LLY) that it will never function correctly again as the VGT driver portion fails. I've seen this on many trucks.

In those instances it's taken known good ECM replacement to resolve. I have a spare LLY ECM if needed.
