turbo issue HELP

I have a 6.6 Ltr duramax engine with turbo issues. the turbo making a whining noise when i accelerate and when i take my foot off , i think its called spooling anyway the problem im having is the turbo is making this noise but the turbo doesnt seem to be kicking in at all,

the engine managment light is coming on and im getting a fault code of 2565

ive tried everything to find the problem so if anyone can help me find the solution to this problem would be much appreciated thankyou

the engine is in a chevy built RV 2007 and the engine is a Chevy Duramax 6.6Ltr Turbo diesel V8

Make sure your inlet pipe/mouth piece is sealed properly against your turbo.
Check for boost leaks.

everything is sealed properly against turbo No boost leaks , its something else thanx for the info tho cheers

2565 is boost circuit is high.
