I have an old style 07 that lost power, I could only push throttle down a little bit or it would cut out. Engine light on. I had changed the fuel filter recently. Changed filter again and problem went away, 400 miles later Im hauling a bulldozer and same problem. Put on scanner code says low fuel rail pressure. Cleared the code and tried it again and same problem. Will a plugged filter give low fuel rail pressure code? In the picture I was coming down a very steep hill here in VT!

Sure, a clogged filter could cause a low fuel rail pressure code. But there are other things also. What other codes do you have or is that the only code present? you do NOT have a lift code, correct?

I find a leak in the suction side of the fuel system is more often the reason for that "change filter" message

Filter head as mentioned, primer bulb or bleed screw are common ones to leak. Same for the water sensor on the bottom of the filter. Hoses and connectors are next.

Given the age of these trucks your issue is most likely being caused by a collapsed fuel line. Especially if this is only happening to you under load while towing. I spent the better part of a year chasing this issue on my '06. There are couple areas of the stock fuel lines where the line goes from steel to rubber. The rubber becomes soft over time, especially when they are near heat sources like the engine. Mine ended up being the rubber hose at the quick connect on the engine. After the engine had been at temp for awhile I could visually see that hose collapsing under load. Didn't cause an issue with the truck was unloaded but with my 10k RV hooked up it would set the low fuel rail pressure code and throw the truck into limp mode on any hill I tried to pull. Replaced the suction side fuel line from the quick connect at the engine down to my lift pump. Problem solved, haven't had an issue since.
