Loss of power on a hill??

I was towing my box trailer yesterday with the stock tuning. When I would get into a big hill it would downshift into fourth. Then it acted like it was running out of power. it was hard to get it over 2500rpm. In a long hill it would all of a sudden just drop a little like the banks did when it would cut the power if you slipped the trans. I was wandering if my rail pressure is the issue??

Sure you've already checked it but it sounds like a fuel filter.

As stated, or:

CAC heat soak. I noticed the boost controller. More boost=more heat. It takes 20-30 seconds to feel a significant loss, as charge temps can rise over 100 F. Much more in the summer.
