Yes, more than likely the sensors have been ignored in the tune. Although I'm surprised it even had sensors left to replace if someone deleted everything. Only way you're going to get a true reading is installing an aftermarket gauge / probe
The sensors are on the truck and are not unplugged. Assuming that sensor 1 is at the top of the turbo down pipe and sensor 2 at the bottom.
If they arent unplugged then they are turned off/rendered useless cause of the delete. They read that high when they are not working.
The sensors are new acdelco parts
