Interesting. In California, it's a BS throttle snap test where the tech rapidly presses the throttle and watches the smoke. Highly subjective even with the "guidelines" given. No rollers- 2004LB7

High EGTs w/ KB Diesel 64mm
It would overboost and underboost, throw codes and likely go into limp mode reducing fueling. Depending on how much larger the turbo is over stock- 2004LB7

Fuel tank balance
Moved to fuel Two notes regarding this. One, the fuel gauge is weighted or averaged. Two, the transfer pump doesn't run to keep the takes equal, the engine only draws from the front tank. They put your truck on the rollers for emissions testing? Even California doesn't do that. And, I've never seen an emissions roller capable of HP testing.- 2004LB7

Double check current draw on that tripping breaker. Make sure it's not at or above 24 amps or it will heat up and eventually trip. 80% rule And of you want a good outlet that won't overheat, use one designed for an EV. Speedometer Reading Issue
Depending in what stepper motors where used in the rebuild, it very well could still be the cluster. Those steppers where known to do that -
