I've got an 03 gmc lb7 with bent frame. I swapped motor/Trans/tease to an 02 chevy/lb7 frame. I've pulled all wiring from 03 and installed on 02 except cab harness. Truck won't turn over, except jumping starter. I have no instrument cluster at all. I do have radio, dome lights, windows roll down and power seats work. I have 4 or 5 plugs that don't have mate's. I need to get this truck going asap.

you need to either use all the 02 wiring or all the 03 wiring, you cant mix and match it. two completely different archetectures of wiring communications between the 02 and 03.
you are better off putting the 03 cab on the 02 frame.
you can flash the 03 tcm and/or ecm with a 02 OS and it will work with it but that doesnt fix your wiring mixture you have going on. that is your main issue.

i would have looked for a 03-04 truck and done the swap. Otherwise you are going to be busy pulling all the 03 wiring and putting it on the 02 chassis. This isnt a simple re-pin situation. 03 swapped to far more canbus communication where the 02 is still vastly ground triggered.
Are you currently running an 02 cab? Your replays seem as though you put the 03 cab on the 02 chassis but now it’s as if you have an 02 truck that came with no drivetrain and you stuffed the 03 drivetrain in it.
Put everything 02 back in and then just flash the tcm and ecm with an 02 OS. Should be good to go
if you are still running an 03 engine harness, that may also be causing you issues. its way simpler to find an 01-02 engine harness than to converter the rest of the truck to 03 though. That 03 harness may also be the issue why you get no cranking and plugs dont plug in.
