With the lift pump you shouldn’t need to (or even be able to) pump the primer. Check the test port to verify you’re even getting fuel. -

While pulling. I have 23000 psi commanded and 145000 actual fuel pressure what could be the fault
We need a lot more info. Is the truck tuned? Are there any codes? Has it always done this or is it new? Have you replaced anything lately?
