How do you make an s400 turbo have more whistle and less of the clapping sound? Is it in the tuning or exhaust side?

You really can't. Since they have no moving parts in the turbine housing like a variable geometry turbo you essentially get what you get.

Turbine size, geometry, exhaust housing selection, downpipe/exhaust size etc all play a part in it as does the OEM engine itself. Aftermarket cams/pistons etc also all slightly change the exhaust note.

Long story short, you'll never get it to whistle like it did with a VGT, not even close.

I am assuming the OP is talking about exhaust note as the compressor side doesn't make any clapping sound.

Some compressors wheels certainly whistle more than others sure. The Stainless and Bullseye Batmos are up there for that. I've used quite a few PMT/JZ Mfg and FIS. While they do make some whistling, I've never had any S400 (Stianless, Bullseye, PMT/JZ Mfg, FIS, Titan, GT etc) whistle like a VGT.
