I would test the pump in it to make sure its not more the 18 psi . Also what size lines does it use.

A lift pump would be a good idea as it helps the high pressure fuel pump have a positive supply of fuel, instead of having to pull it from the tank on it's own. The cat filter is a superior filter to the stocker and I would imagine are easily found in Russia.

Thanks, it was my first one and I would make some small changes to the plumbing if I built another. When I put the sump in I plan on re-doing it and updating the thread. Also the PPE pump died long ago, BD Flow max is going strong in it's stead.
