I know there was a thread asking about this but wanted to start a new, uncluttered thread about it. ARP has released their rod bolts and included both stretch and ft lbs torque specs. I got my hands on a couple sets and will be putting them in, stretching them and checking cap distortion this weekend hopefully and then moving on to assembly of the engine. Part number is 230-6301 and they are currently available and in stock. expect prices to be in the $250-$300 range from your supplier.

For stock rods? Seems kind of useless, especially for the cost. I haven't seen or heard of too many (or any that I can think of) rod bolt failures.
