Built duramax vs built cummins.

A buddies buddy just got his 2008 ccsb cummins built by industrial injection. Only things I know that it has is built motor, 250hp injectors (believe that's 100 overs?) 76mm silver bullet turbo, (that is electric!?) 95%over cp3, and built trans. He is telling him that without tunes it makes 900hp. He took my buddy for a ride yesterday with no tunes and said it pulls hard but ain't no 900hp. Lol. His tunes are coming today. He has no idea what he has just going off of what they told him. Industrial said it will be 900hp. My buddy said it was smokey and asked him why, his reply was because "the efilive tuner isn't on it yet and that will make more boost because I've got a electric turbo". SOOO who do y'all think will win, me or him...

With 900hp I would think low 11s would be possible with the right tires, driver, etc. If it makes 900 hp
