Yes my scope has an adjustable zero stop. You get your zero first then you pull the turret cap off, put little "C" shaped shims under the turret until you can't fit anymore shims in. Then you put the turret cap back on with the "0" lined up and now the zero is set. Turn the turret back all the way till it stops turning and you know your at your zero.

I dont know then man. I have never run into this problem with any scope I have used. Maybe it got mishandled in shipping and broke something internal
