Default Wierd No start cond.

I have an lly that cannot start by itself. Only with a shot of ether, actually it was brake kleen. (Bad thing I know.) Once it starts I can unplug the rail sensor and the FPR and no change. Swapped rail sensors, FICMs, ECMs and still same result. Truck has a new CP3 in it. I'm totally lost here.
Codes are
P1094
P0193

Can't really find anything on these and My shop cannot access TDS for some stupid reason.

im assuming you are saying the rail pressure is pegging out too based on you unplugging those sensors with "no change"

Max rail at idle is 5800 or close to it even with both the rail sensor and the FPR unplugged.

Yessir, brand new from ppe. It has a ppe plug in it. Even blocked the return for good measure and same thing. The owner is bottle testing it today since it was getting late. The next thing I was going to have him do is swap engine harnesses for one I have in the shop to see if that fixed it.

no, i mean to return test each individual injector to see how much fuel each one is returning. just because the CP3 is new does not mean it will have the volume to keep up with high returning injectors while you crank it. once you start it, it may be moving fast enough to finally keep up and run but thats it.

Bottle testing the FPRV isnt a bad idea but if it passes, the next test should be a return rate test of each injector.

What does the rail pressure read with the key on and engine off?

Around 200 and asking for 5800 Customer also has a lift pump which is working. Does this even with the pump disconnected.

I had him do that today also. I gave him a tool I made out of a return nipple attached to a bottle that connects to each injector. First time we used it.. Lol.

Along with what Josh is asking, does the fuel pressure rise while cranking?

It varies, sometimes it wants 3k and other times it wants 4k. I already told him he might need injectors. I had a feeling after trying everything that injectors are flowing too much return back but wanted multiple opinions.

I was thinking if it is showing 5800 psi at all times, even with the key on and engine not running, there was a sensor or wiring issue, but if it reads close to zero with the engine off, I don't think that is the case.
